Job Description

The Labor Market Department is part of the City Management Administration and is responsible for the city's strategic labor market work. Together with the city's departments, the Swedish Public Employment Service (Arbetsförmedlingen), educational providers, and employers, we work to strengthen skills supply and create more pathways to sustainable employment.

We are in a changing environment where the needs of the labor market shift quickly. The city has just been awarded the ESF project Bridge to Studies (Brygga till studier), running from 2026-08-03 to 2028-12-29. The project aims to equip long-term unemployed individuals so they can benefit from regular measures within the Swedish Public Employment Service. Therefore, we are now looking for a Two-Language Developer who thrives in change and, with engagement, initiative, and innovative thinking, wants to develop the operations based on new conditions.

Your main tasks will include, among other things:

  • Develop methods that promote language development for the long-term unemployed.
  • Coach and develop participants and operations towards set goals, primarily studies.
  • Create structure, quality, and a good working environment in daily work.
  • Collaborate with the Swedish Public Employment Service, employers, educational providers, and other relevant partners.
  • Contribute to the development and implementation of the ESF project Bridge to Studies.

Who are we looking for?

We are looking for you who are a relationship-building educator with the ability to build trust and create engagement among participants as well as partners. You are sensitive and flexible, turn ideas into concrete results, and maintain focus even when the workload is high or several processes are running in parallel. You work systematically towards set goals, prioritize correctly, and make decisions when needed. As a person, you are a natural team player who contributes to the success of the entire group without pretension. Great importance will be attached to personal suitability.

Requirements

  • Pedagogical education related to the Swedish language, for example, a teaching degree, education in adult pedagogy, or language coaching.
  • Experience working with adults in vulnerable situations or in need of support.
  • Experience with project work within the labor market, education, or similar areas.
  • Experience working within or towards the public sector.
  • Experience collaborating with external actors such as the Swedish Public Employment Service, educational providers, and employers.
  • Very good ability to communicate in Swedish, both orally and in writing.

Merits

  • Experience with language assessments based on CEFR.
  • Experience teaching Swedish as a second language.
  • Experience working with individuals with functional variations, such as reading and writing difficulties or ADHD/Autism (NPF).
  • Knowledge in linguistics, pedagogy, or rhetoric.
